The total amount of En-route Navigation Facility Charges (ENFC) payable in respect of an aircraft shall be calculated as follows.

What is an Air Transport Providers (Passenger) License?
- This is a legal Certificate the Authority issues in terms of the Air Navigation (special Provisions) Act No.55 of 1992 and regulations made thereunder by the Director General of Civil Aviation to a prospective applicant who meets the necessary criteria for carrying on the business of air transportation in Sri Lanka.
Who should obtain the license?
- Any person, Partnerships or Companies who/which intend to carry on the business of air transportation must should this license to carry on the duties of an Air Transport service provider.
Are there categories of the license?
- Basically there are two categories of licenses viz. Group A and Group B depending on the Stated Capital/Share Capital /Capital Contribution of the Institution.

- Qualifications of the staff. There must be at least two IATA/ UFTA qualified members in the staff.
- Agency should have enough office space to carry on the business.

What is the period of validity of Class and Type Ratings?
The period of validity of class and type ratings shall be 1 year, except for single-pilot single-engine class ratings, for which the period of validity shall be 2 years, unless otherwise determined by the type certificate data sheet.
What is the procedure for Renewal of Class/Type Ratings by Examiner?
1. You shall submit the Application for “Revalidation/Renewal of Class/Type Rating” through the Computerized Licensing System and contact (preferably through email) Training Organisation and Personnel Licensing section for payment link.
2. Civil Aviation Officer / Civil Aviation Inspector will send the payment link.
3. You shall make the payment and send the payment confirmation receipt to Training Organisation and Personnel Licensing section.
4. If your rating is expired Civil Aviation Inspectors will evaluate your application against FCL.740 of IS 72.
What are the requirements for renewal of Class/Type Ratings?
If a class or type rating has expired, the applicant shall take the following steps:
(1) pass a proficiency check in accordance with Appendix 9 to this Annex
(2) prior to the proficiency check referred to in point (1), take refresher training at an ATO, where necessary to reach the level of proficiency to safely operate the relevant class or type of aircraft.
(a) Paragraph (1) determines that if a class or type rating has lapsed, the applicant shall take refresher training at an ATO. The objective of the training is to reach the level of proficiency necessary to safely operate the relevant type or class of aircraft. The amount of refresher training needed should be determined on a case-by-case basis by the ATO, taking into account the following factors:
(1) the experience of the applicant. To determine this, the ATO should evaluate the pilot’s log book, and, if necessary, conduct a test in an FSTD;
(2) the complexity of the aircraft;
(3) the amount of time lapsed since the expiry of the validity period of the rating. The amount of training needed to reach the desired level of proficiency should increase with the time lapsed. In some cases, after evaluating the pilot, and when the time lapsed is very limited (less than 3 months), the ATO may even determine that no further refresher training is necessary. When determining the needs of the pilot, the following items can be taken into consideration:
(i) expiry shorter than 3 months: no supplementary requirements;
(ii) expiry longer than 3 months but shorter than 1 year: a minimum of two training sessions;
(iii) expiry longer than 1 year but shorter than 3 years: a minimum of three training sessions in which the most important malfunctions in the available systems are covered;
(iv) expiry longer than 3 years: the applicant should again undergo the training required for the initial issue of the rating or, in case of helicopter, the training required for the ‘additional type issue’, according to other valid ratings held.
(b) Once the ATO has determined the needs of the applicant, it should develop an individual training programme that should be based on the initial training for the issue of the rating and focus on the aspects where the applicant has shown the greatest needs.
(c) After successful completion of the training, the ATO should give a certificate, or other documental evidence that the training has been successfully achieved to the applicant, to be submitted to the DGCA Sri Lanka when applying for the renewal. The certificate or documental evidence needs to contain a description of the training programme.
5. You are required to complete the requirements in AMC 1. FCL. 740 (b)(1).
6. After the completion of the refresher training send the documents to Training Organisation and Personnel Licensing section.
7. Examiner will receive the Delegation of Authority to conduct skill test through email from Director Training Organisation and Personnel Licensing and you will receive the copy of the email.
8. After receiving the Delegation of Authority the Examiner will conduct the check, complete the forms published by Civil Aviation Authority of SriLanka.
9. Examiners shall upload the scanned copies of completed check reports to the computerized Licensing System.
10. Signed copy of the check report shall be kept with the Examiner and another signed copy shall be handed over to the applicant.

What is the procedure for Revalidation of Class/Type Ratings by Examiner?
1. You shall submit the Application for “Revalidation/Renewal of Class/Type Rating” through the Computerized Licensing System and contact (preferably through email) Training Organisation and Personnel Licensing section for payment link.
2. Civil Aviation Officer / Civil Aviation Inspector will send the payment link.

What are the requirements for revalidation of multi-engine class and type ratings?
You are required to:
(1) pass a proficiency check in accordance with Appendix 9 to this Part in the relevant class or type of aeroplane or an FSTD representing that class or type, within the 3 months immediately preceding the expiry date of the rating; and
(2) complete during the period of validity of the rating, at least:
(i) 10 route sectors as pilot of the relevant class or type of aeroplane; or
(ii) 1 route sector as pilot of the relevant class or type of aeroplane or FFS, flown with an examiner. This route sector may be flown during the proficiency check.
(3) A pilot working for a commercial air transport operator approved in accordance with the applicable air operations requirements who has passed the operators proficiency check combined with the proficiency check for the revalidation of the class or type rating shall be exempted from complying with the requirement in (2).
(4) The revalidation of an IR(A), if held, may be combined with a proficiency check for the revalidation of a class or type rating.
What are the requirements for revalidation of single-pilot single-engine piston aeroplane class ratings?
You are required to complete:
(i) within the 3 months preceding the expiry date of the rating, pass a proficiency check in the relevant class in accordance with Appendix 9 to this Part with an examiner; or
(ii) within the 12 months preceding the expiry date of the rating, complete 12 hours of flight time in the relevant class, including:
- 6 hours as PIC,
- 12 take-offs and 12 landings, and
- refresher training of at least 1 hour of total flight time with a flight instructor (FI) or a class rating instructor (CRI).
Applicants shall be exempted from this refresher training if they have passed a class or type rating proficiency check, skill test or assessment of competence in any other class or type of aeroplane.
4. Examiner will receive the Delegation of Authority to conduct skill test through email from Director, Training Organisation and Personnel Licensing and you will receive the copy of the email.
5. After receiving the Delegation of Authority the Examiner will conduct the check, complete the forms published by Civil Aviation Authority of SriLanka.

How do I amend the personal details on my licence and am I legally obliged to?
A change in personal details should be notified to the CAA immediately in writing and any original supporting document, such as marriage certificates, or change of name or nationality deeds, with the request and fees. In all cases, Your existing licence must be returned to the CAA
I have passed the Category B1 level of exams. Can I apply for the Category A licence until I gain sufficient experience to apply for the B1 licence?

What credits can ex-military aircraft engineers get towards obtaining the IS-66 licence?
There are currently no credits available towards the IS-66 module exams. However, authenticated engineering experience on operational aircraft will be counted towards the overall experience requirement. A minimum of 6 months experience is required on civil operating aircraft relevant to the category or sub-category of licence you are applying for
My AML Licence has expired, how can I get it reissued?

I have completed the requirements to have a restriction removed from my AML licence, what should I do now?
You will need to submit application completing appropriate training and relevant modules at an examination conducted by CAASL. You will need to attach evidence of completion of this training and examination in order for CAASL to have the restriction removed from your AML. The total fee for this is Rs. 3,620.15
When asked to supply documentation with my application, does it need to be a certified true copy?
Yes, you need to provide a certified true copy of identification that verifies your Name, age and nationality and other relevant all documents. Certified true copies must be certified by a person who is authorized to witness a Statutory Declaration or an Affidavit.
How can I endorsed Type Rating to my AML and when can I submit my application to CAASL to add the rating to my AML License?
Once you have completed your Type training and examination as mentioned in IS 066 submit your application. CAASL will not process your application until the completion of all requirements as per 66.A.45 of IS 066. Click here to Visit Implementing Standards
How long will it take for my application to be processed?

I have applied for a job overseas. How do I get a letter of verification for my licence?
CAASL issues licence verification on request of licence holder or a foreign licensing authority. Make a request to PEL Section and make the relevant fee.
My licence has been lost. How can I get a duplicate licence?
Make a request together with a police report to PEL Section and make the fee.
Does CAA have a schedule to hold examinations for Aircraft Maintenance Licences?
CAASL has pre scheduled examination system and AML Examination is conducted twice a year. Schedules are published as Aeronautical Information Circular and in addition schedules and relevant forms are published in the CAA web site. During the months of June and December AML Examination is conducted.
What are the requirements to apply for AML Examinations
Each applicant for this examination shall satisfy the minimum educational qualifications and practical training conducted at an Approved Basic Training Centre as applicable as specified in the paragraph 66.A.30 of IS 066 published by the Civil Aviation Authority of Sri Lanka, at the time of submission of application.
An applicant who has completed approved basic training as per ASN 083 Para 6 with a course completion certificate can apply for the examination. Issuance of licence will be done after completing the required as per 66.A.30 of IS 066.
Certified Work Sheets or Log book should be submitted as proof of experience at the time of issuing the licence together with the application for Issuance of AML.
Names of the candidates permitted to sit the exam will be published in the website of CAASL (www.caa.lk) one month prior to the examination.

How much does it cost to sit an AML Examination?
It cost Rs. 4,694.30 per module for Category B1/B2 and Rs. 4,106.65 per module for Category A to apply an Exam.
What form do I need to fill out to sit an AML exam?
To sit a CAASL AML exam you will need to fill out form CAA/PL/E/09 and submit it by the closing date. Under no circumstances will an application be accepted after the closing date.

When and where are the CAASL AML basic exams held?
AML Examination is conducted twice a year. Schedules are published as Aeronautical Information Circular and in addition schedules and relevant forms are published in the CAA web site. During the months of June and December AML Examination is conducted at a venue published through the Web Site. The venue and time of the examination will be intimated by mail/post/telephone to every candidate whose application is accepted.
How long does it take to receive my result notification?
It will take up to 1.5 months to receive your result notification in web site and also CAA will post individual results to each applicants to their postal address.

Where can I obtain an Aircraft Maintenance Personnel Log book from?
Log Books are available for purchase in hardcopy format through the Airworthiness Section of the CAASL at a reasonable cost.
What happens if my form is completed incorrectly or I do not submit correct payment with my application?
Where an application is not fully completed or the correct fee is not attached to the application form it will not be accepted and be returned to you. This will also be the case if the correct supporting documentation that is required to process your application is not supplied.

Approved Flying Training Organizations
Instructor Rating
What are the General pre-requisites and requirements for instructors?
1. shall be at least 18 years of age
2. for licence training, hold at least the licence or, in the case of point FCL.900(c) of IS 72, the equivalent licence, for which flight instruction is to be given;
3. for a rating training, hold the relevant rating or, in the case of point FCL.900(c) of IS 72, the equivalent rating, for which flight instruction is to be given;
4. completed at least 15 hours of flight time as pilots of the class or type of aircraft on which flight instruction is to be given, of which a maximum of 7 hours may be in an FSTD representing the class or type of aircraft, if applicable;
or
passed an assessment of competence for the relevant category of instructor on that class or type of aircraft; and (4) be entitled to act as PIC in the aircraft during such flight instruction.

What are the requirements for FI(A) rating?
1. hold at least a CPL/IR(A);
2. have completed at least 30 hours on single-engine piston powered aeroplanes of which at least 5 hours shall have been completed during the 6 months preceding the pre-entry flight test set out in FCL.930.FI(a) of IS 72
3. have completed the approved training program at an ATO
4. have completed the examinations (theoretical and practical)

What are the privileges of an FI?
The privileges of an FI are -
to conduct flight instruction for the issue, revalidation or renewal of:
(a) PPL
(b) Class and Type Ratings for single-pilot, single-engine aircraft (except for single-pilot high performance complex aero planes)
(c) Type Ratings (for single or multi-pilot airship)
(d) CPL (in the appropriate aircraft category, provided that the FI has completed at least 500 hours of flight time as a pilot on that aircraft category, including at least 200 hours of flight instruction; (
(e) Night Rating (provided that the FI)
(1) is qualified to fly at night in the appropriate aircraft category;
(2) has demonstrated the ability to instruct at night to an FI qualified in accordance with (i) below; and
(3) complies with the night experience requirement of FCL.060(b)(2);
(g) IR provided that the FI has:
(1) at least 200 hours of flight time under IFR, of which up to 50 hours may be instrument ground time.
(2) completed as a student pilot the IRI training course and has passed an assessment of competence for the IRI certificate; and
(3) (i) for multi-engine aeroplanes, met the requirements for a CRI for multi-engine aeroplanes;
(ii) for multi-engine helicopters, met the requirements for the issue of a TRI certificate;
(h) single-pilot multi-engine class or type ratings (except for single-pilot high performance complex aeroplanes) provided that the FI meets: (1) in the case of aeroplanes, the prerequisites for the CRI training course established in FCL.915.CRI(a) and the requirements of FCL.930.CRI and FCL.935; (2) in the case of helicopters, the requirements established in FCL.910.TRI(c)(1) and the prerequisites for the TRI(H) training course established in FCL.915.TRI(d)(2);
(i) FI, IRI, CRI, STI certificate provided that the FI has (in all other cases) 500 hours of flight instruction in the appropriate aircraft category and passed an assessment of competence in accordance with FCL.935 in the appropriate aircraft category to demonstrate to a Flight Instructor Examiner (FIE) the ability to instruct for the FI certificate

What are the FI - Restricted privileges?
(a) An FI shall have his or her privileges limited to conducting flight instruction under the supervision of an FI for the same category of aircraft nominated by the ATO for this purpose, in the following cases:
(1) for the issue of the PPL
(2) all integrated courses at PPL level, in case of aeroplane
(3) class and type ratings for single-pilot, single-engine aircraft (except for single-pilot high performance complex aeroplanes)
(4) night ratings. (While conducting training under supervision, the FI shall not have the privilege to authorise student pilots to conduct first solo flights and first solo cross-country flights).
The limitations in shall be removed from the FI certificate when the FI has completed at least:
(*) for the FI(A), 100 hours of flight instruction in aeroplanes and in addition has supervised at least 25 student solo flights.

What are the Pre-requisites of TRI?
What are the Prerequisites for TRI:
(a) hold a CPL, MPL or ATPL pilot licence on the applicable aircraft category;
(b) for a TRI(MPA) certificate:
(1) have completed 1500 hours flight time as a pilot on multi-pilot aeroplanes; and
(2) have completed, within the 12 months preceding the date of application, 30 route sectors, including take-offs and landings, as PIC or co-pilot on the applicable aeroplane type, of which 15 sectors may be completed in an FFS representing that type;
(c) for a TRI(SPA) certificate:
(1) have completed, within the 12 months preceding the date of application, 30 route sectors, including take-offs and landings, as PIC on the applicable aeroplane type, of which 15 sectors may be completed in an FFS representing that type; and
(2) (i) have competed at least 500 hours flight time as pilot on aeroplanes, including 30 hours as PIC on the applicable type of aeroplane; or
(ii) hold or have held an FI certificate for multi-engine aeroplanes with IR(A) privileges;

What are the privileges and conditions of TRI?
(FCL.905.TRI TRI)
The privileges of a TRI are to instruct for:
(a) Revalidation and Renewal of an IR (provided the TRI holds a valid IR)
(b) the issue of a TRI or SFI certificate (provided that the holder has 3 years of experience as a TRI)
(c) in the case of the TRI for single-pilot aeroplanes:
(1) the issue, revalidation and renewal of type ratings for single-pilot high performance complex aeroplanes when the applicant seeks privileges to operate in single-pilot operations. The privileges of the TRI(SPA) may be extended to flight instruction for single-pilot high performance complex aeroplanes type ratings in multi-pilot operations,
provided that the TRI:
(i) holds an MCCI certificate; or
(ii) holds or has held a TRI certificate for multi-pilot aeroplanes;
(2) the MPL course on the basic phase, provided that he/she has the privileges extended to multipilot operations and holds or has held an FI(A) or an IRI(A) certificate;
(d) in the case of the TRI for multi-pilot aeroplanes:
(1) the issue, revalidation and renewal of type ratings for:
(i) multi-pilot aeroplanes;
(ii) single-pilot high performance complex aeroplanes when the applicant seeks privileges to operate in multi-pilot operations;
(2) MCC training;
(3) the MPL course on the basic, intermediate and advanced phases, provided that, for the basic phase, they hold or have held an FI(A) or IRI(A) certificate.

What are the TRI - Restricted privileges?
(a) General. If the TRI training is carried out in an FFS only, the privileges of the TRI shall be restricted to training in the FFS. In this case, the TRI may conduct line flying under supervision, provided that the TRI training course has included additional training for this purpose.
(b) TRI for aeroplanes - TRI(A). The privileges of a TRI are restricted to the type of aeroplane in which the training and the assessment of competence was taken. Unless otherwise determined by in the type certificate data sheet, the privileges of the TRI shall be extended to further types when the TRI has:
(1) completed within the 12 months preceding the application, at least 15 route sectors, including take-offs and landings on the applicable aircraft type, of which 7 sectors may be completed in an FFS;
(2) completed the technical training and flight instruction parts of the relevant TRI course;
(3) passed the relevant sections of the assessment of competence in accordance with FCL.935 in order to demonstrate to an FIE or a TRE qualified in accordance with Subpart K his/her ability to instruct a pilot to the level required for the issue of a type rating, including preflight, post-flight and theoretical knowledge instruction.
