Civil Aviation Authority of Sri Lanka has organized a Personnel Licensing (PEL) Initial Course in collaboration with COSCAP-SA in order to provide a proper training for personnel licensing, operations, and airworthiness inspectors to maintain uniform skills and knowledge to conduct specific safety oversight functions related to Personnel Licencing. The training commenced on the 20th of March, is conducted by an ICAO Chief Technical Advisor for Gulf States who is also an ICAO OPS/PEL expert Ms. Nadia Konzali with the participation of two Nepali Licencing officers. The training program would be concluded on the 7th of April which includes On-the-Job Training.

This 15-day course is designed for CAA licensing office staff such as: flight crew licensing operations inspectors, maintenance licensing inspectors, and licensing officers or administrative licensing staff. This course is intended for CAA’s involved in developing or upgrading its own state licensing or PEL system. The course is intended to be taken as a group composed of personnel assigned to a CAA’s PEL office. Participants are taught how to establish and maintain a CAA PEL office. Participants will be instructed on how to develop knowledge tests for a licensing system and how to ensure the test’s validity. Participants will learn the licensing process from application to issuance of a license, in addition to procedures for validation or conversion of a foreign license and suspension or revocation of a license. Classroom exercises will provide practice in how to determine if an applicant is eligible for the license sought, and if the license applicant successfully completed the demonstrations required for a license. The course is based on the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs), Model Civil Aviation Regulations (MCARs) and technical guidance.

The training was initiated and coordinated by the Director General of Civil Aviation & Chief Executive Officer, Mr. P. A. Jayakantha who was assisted with the formalities by Mr. Rayhan Wanniappa as the National coordinator for COSCAP-SA.

The course was arranged by COSCAP-SA on this request being open for the South Asian states for participation and such Personnel Licencing (PEL) course is done for the first time in Sri Lanka.

H.E. (Mrs.) Rita Giuliana Mannella, The Ambassador of Italy, made a courtesy call on Mr. P. A. Jayakantha, the Director General of Civil Aviation & Chief Executive Officer recently at the CAASL to discuss matters of mutual interest for the Aviation Industries of Italy and Sri Lanka.

කොළඹ ආනන්ද විද්‍යාලයේ කීර්තිමත් ආදි ශීෂ්‍යයෙකු වන ඒ මහතා ශ්‍රී ජයවර්ධනපුර විශ්වවිද්‍යාලයේ ව්‍යාපාර කළමණාකරනය පිළිබඳ විශේෂ උපාධිධරයෙක් වන අතර ගිණුම්කරණය සහ මූල්‍ය පිළිබඳ පශ්චාත් උපාධිය ලබාගෙන ඇත්තේ එක්සත් රාජධානියේ ඇබර්ඩීන් විශ්වවිද්‍යාලයෙනි.

වෘත්තීයෙන් කළමණාකරණ ගණකාධිකාරීවරයෙකු වශයෙන් 1992 වර්ෂයේ වෘත්තිමය ජීවිතය ආරම්භ කල ඒ මහතා දශක තුනකට අධික කාලයක් රාජ්‍ය සහ පෞද්ගලික අංශයේ නිපුනතාවය හා  පලපුරුද්ද ලබා ඇත.  2006 වසරේ දී රාජ්‍ය සේවයට එක්වී ඇත්තේ ශ්‍රී ලංකා රක්ෂණ මණ්ඩලයේ අධීක්ෂණ අධ්‍යක්ෂවරයා වශයෙනි . පස් වසරක සේවා කාලය නිමවී ශ්‍රී ලංකා රක්ෂණ මණ්ඩලයෙන් සමුගන්නා විට එහි අධ්‍යක්ෂ ජනරාල් වැඩ ආවරණ වගකීම දක්වා උසස්වීම් ලැබීමට ඒ මහතාගේ මනා කළමණාකරන හැකියාව ඉවහල් වී තිබින.

සමූපකාර රක්ෂණ සමාගමේ මූල්‍ය උපදේශක හා අධ්‍යක්ෂ මණ්ඩල උපදේශක වරයෙකු සහ ප්‍රධාන විධායක නිලධාරි ලෙස කටයුතු කර ඇති ඒ මහතා ශ්‍රී ලංකා තේ මණ්ඩලය සහ ජාතික ප්‍රවාහන කොමිසන් සභාව යන ආයතන වල අධ්‍යක්ෂ ජනරාල් තනතුරු හොබවා ඇත.

ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ නව උපසභාපතිවරයා ලෙස පත්වූ දමිත නාරංගොඩ මහතා සිය වෘත්තිමය නියාමන අත්දැකීම් හරහා සිවිල් ගුවන්සේවා ක්ෂේත්‍රයට අවැසි විධිමත් නියාමනයන් ලබාගැනීමට සිවිල් ගුවන්සේවා අධිකාරිය අපේක්ෂා කරයි.

Letters of appointments were awarded today (16th March 2023) to the first batch of Air Accident Investigators who would take over to investigate air accidents in the Sri Lankan airspace. The function took place with the initiative of Hon. Minister of Ports, Shipping and Aviation Nimal Siripala De Silva, at the Ministry Auditorium
.
Accordingly, 07 Air Accident Investigators received letters of appointment from the Minister.
 
This is the first time in the history Sri Lankan aviation services sector, Air Accident Investigators were appointed to identify accurate information, investigate to the true cause of air accidents and take necessary actions to prevent any future disasters in the Sri Lankan airspace.
 
Expressing views at the occasion the Hon. Minister of Ports, Shipping and Aviation stated that the regulatory role of the global aviation sector is performed by the International Civil Aviation Organization (ICAO) and the regulatory activities of the Sri Lankan aviation sector should follow the ICAO standards. “For so long, there was no institution or proper program to accurately conduct investigations of aircraft accidents occurred in Sri Lankan airspace,” the Minister said.
 
He said that after deep study into the matter, the steps taken by the Civil Aviation Authority of Sri Lanka to establish an independent pool of Air Accident Investigators is a great leap forward for the elevation of the Sri Lankan aviation sector.
 
“Therefore, immediate steps will be taken to amend the Aviation Act to establish the Aviation Accident Investigation Bureau for these activities without delay,” the Minister said.
Training for Air Accident Investigators is conducted by the Civil Aviation Authority of Sri Lanka adhered to the standards stipulated by the International Civil Aviation Organization (ICAO). The team will be operated as an independent body under the purview of the Ministry of Ports, Shipping and Aviation.
 
The Ministry of Ports, Shipping and Aviation emphasizes that the team operated under the Ministry at present, will be established as an Accident Investigation Bureau in future.
The Secretary to the Ministry of Ports, Shipping and Aviation – Mr.K.D.S.Ruwanchandra and the Director General of Civil Aviation & Chief Executive Officer of the CAASL Mr. P. A. Jayakantha also attended the occasion.
 
The 30th Steering Committee Meeting of the Cooperative Development of Operational Safety and Continuing Airworthiness Programme - South Asia (COSCAP-SA) was held in Dhaka, Bangladesh from  24th -26th of January 2023.
 
The COSCAP-SA Asia is a program affiliated to the International Civil Aviation Organisation set up to improve the Safety Standards in the region. The Steering Committee is the governing body of the program comprising the Director Generals of Pakistan, India, Sri Lanka, Bangladesh, Afghanistan, Nepal, Bhutan and Maldives promoting cooperation among member states.
 
Apart from the eight-member countries, representatives of ICAO Asia Pacific Office, EASA, FAA, France DGAC, Boeing and Pilots' International Association-IFALPA participated in the three-day meeting.
 
Mr. P. A. Jayakantha, Director General of Civil Aviation & Chief Executive Officer, Mr. Rayhan Wanniappa, Acting. Deputy Director General represented Sri Lanka at this meeting.
