Application for de-registration of an aircraft shall be made by the registered operator of the aircraft on behalf of the owner. Owners' consent should also be submitted. A certificate of de-registration shall be issued if the aircraft has been permanently withdrawn from service, or when the registered owner wish to cancel the registration for any other reason.
