On 7th December each year, the community engaged in air transport industry commemorates the International Civil Aviation Day which coincides with the birth anniversary of the Convention on International Civil Aviation which is commonly referred to as the ‘Chicago Convention 1944’. In 1996 the United Nations General Assembly proclaimed that 7 December of each year was to be the International Civil Aviation Day with the purpose of commemorating the anniversary of emergence of the Convention on International Civil Aviation on 7th December 1944 laying the foundation for the establishment of International Civil Aviation Organization (ICAO) and also for recognizing the importance air transport industry for the socio economic development of all countries of the world without any distinction.

It is a regulatory requirement to appoint an Aviation Security Service Provider with a license issued by the Director General of Civil Aviation (DGCA) for the provision and maintenance of Aviation Security Services at the civil airports in Sri Lanka.
On successful completion of the certification process, conducted by the Civil Aviation Authority of Sri Lanka (CAASL) Aviation Security Inspectorate under the leadership of Mr. P A Jayakantha (Deputy Director General Aviation Security Regulation) since the year 2015, Airport & Aviation Services (Sri Lanka) Limited (AASL) was issued the Aviation Security Service Provider Licence, on the satisfactory demonstration to the Director General of Civil Aviation of their conformance to the applicable requirements, stipulated in terms of the provisions in the Civil Aviation Act. No. 14 of 2010.
The AASL will continue to provide the aviation security services, in accordance with the approved Airport Security Programme in which they are authorized to provide Aviation Security Services at civil Airports in Sri Lanka, namely Bandaranaike International Airport Katunayake, Mattala Rajapaksa International Airport, Colombo Airport Ratmalana, Batticaloa International Airport and Jaffna International Airport.
The Aviation Security Service Provider License was awarded to Major General (Rtd.) G. A. Chandrasiri (Chairman AASL) by Capt. Themiya Abeywickrama (DGCA and the Appropriate Authority for Aviation Security) at a simple reception, held on 08th September 2020 at CAASL headquarters, Katunayaka with the participation of Mr. Amitha Wijayasuriya (Vice Chairman CAASL), Mr. P A Jayakantha (Actg. Additional Director General CAASL) and Mr. Rajeewasiri Sooriyaarachchi (Vice Chairman AASL) together with senior officials of CAASL, AASL and Aviation Security stakeholders including State Security agencies and industry in attendance.

Appointment of Hostage Negotiator - Team to be engaged hostage situation in Civil Aviation Situation
Appointing of well-trained hostage negotiators in a Sate, as a part of the crisis management team engaged in hostage taking situations such as aircraft hijacking (air piracy) is an internationally recognized norm that is in practice in all ICAO Member States.
This requirement is an essential element in respect of resolving civil aviation incidents relating to aircraft hi-jacking and holding the passengers and the crew as hostage. The two international conventions referred as Hague and Tokyo Conventions by which the international law has been formulated. Sri Lanka has ratified both Conventions.
This national requirement has been addressed at the National Civil Aviation Security Committee (NCASC) meetings since 2016 and it is becoming a reality today, with 09 senior Police Officers being appointed as the members of the Hostage Negotiator-Team to be engaged in civil aviation environment. These officers have undergone hostage negotiator course offered by the United Nation Mission, USA in the year 2006.
The appointment of 09 Senior Police Officers as the Members of the Hostage Negotiator – Team was held today the 16th July at the Ministry of Defence. (Today)
Here the appointment letters were presented by Major General (Retd.) Kamal Gunarathna, Secretary to the Ministry of Defence and Chairman National Civil Aviation Security Committee.
Capt. Themiya Abeywickrama, Director General of the Civil Aviation Authority presented the Certificates of Acceptance to the appointees.

The Ambassador of the Russian Federation, H. E. Yuri Materiy called on the Director General of Civil Aviation & Chief Executive Officer Capt. Themiya Abeywickrama on 21st July 2020 at the Civil Aviation Authority of Sri Lanka.
The Ambassador stated that the Russian Government is preparing to lift travel restrictions for passengers of 09 countries including Sri Lanka based on the overall trend of COVID-19 cases and handling of the crisis.
The Ambassador provided suggestions and their proposed operational plans on resuming of international scheduled passenger operations to Sri Lanka subject to complying with the necessary health & safety protocols.
