The Civil Aviation Authority of Sri Lanka (CAASL) has achieved a historic milestone in the country’s aviation sector by issuing the first Water Aerodrome Licence under the Water Aerodrome Regulations, 2022, for the Castlereigh Reservoir Water Aerodrome.

Located in Sri Lanka’s central highlands, Castlereigh Reservoir, which is under the authority of the Ceylon Electricity Board (CEB), is one of the designated water aerodromes in the country. The facility provides an available water runway length of 2,680 metres at an elevation of approximately 3,600 feet above mean sea level and is operated by Saffron Aviation (Pvt) Ltd, operating as Cinnamon Air.

As Sri Lanka’s sole floatplane operator, Cinnamon Air has provided domestic seaplane services for more than a decade, contributing significantly to the development of water-based aviation and domestic air connectivity.

Recognizing the need to establish a regulatory framework for floatplane operations, CAASL introduced the Water Aerodrome Regulations in 2022. Under these regulations, operators conducting floatplane operations to and from water bodies are required to obtain a Water Aerodrome Licence issued by the Authority.

Following an application submitted by Saffron Aviation (Pvt) Ltd, CAASL conducted a comprehensive evaluation process, including a detailed review of documentation and an extensive on-site audit. The assessment covered aerodrome operations, flight operations, aviation security, safety management systems, facilities, equipment, emergency response arrangements and operational procedures.

The audit confirmed compliance with the applicable regulatory requirements, enabling CAASL to issue the licence for the Castlereigh Reservoir Water Aerodrome.

The issuance of Sri Lanka’s first Water Aerodrome Licence marks a significant achievement in the evolution of the country’s aviation regulatory framework and demonstrates CAASL’s commitment to ensuring that all aviation activities are conducted in accordance with national regulations and internationally recognized standards.

This milestone also supports the safe, secure and sustainable growth of floatplane operations in Sri Lanka while enhancing opportunities for domestic air transportation and tourism development.

The licence was presented by Capt. Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, to Mr. Sean Dwight, Chief Executive Officer of Saffron Aviation (Pvt) Ltd. The occasion was attended by Capt. Indika Premadasa, Capt. Madhura Dias, Ms. Miyumi Nimasha and officials representing both organizations.

As the national aviation regulator, CAASL remains committed to strengthening aviation safety, security and regulatory oversight while supporting the continued development of Sri Lanka’s aviation industry.

ශ්‍රී ලංකාවේ ජලාශ්‍රිත ගගණ යාත්‍රාංගණ මෙහෙයුම් (Water Aerodrome Operations) සඳහා නව සන්ධිස්ථානයක් සනිටුහන් කරමින් ප්‍රථම බලපත්‍රය නිකුත් කෙරේ.

ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය (CAASL) විසින් කාසල්රේ’හි ජලාශ්‍රිත ගගණ යාත්‍රාංගණ (Water Aerodrome) සඳහා ජලාශ්‍රිත ගගණ යාත්‍රාංගණ බලපත්‍රය (Water Aerodrome Licence) නිකුත් කරමින් ශ්‍රී ලංකා ගුවන්සේවා ඉතිහාසයේ වැදගත් සන්ධිස්ථානයක් සනිටුහන් කර ඇත. මෙය 2022 ජලාශ්‍රිත ගගණ යාත්‍රාංගණ රෙගුලාසි (Water Aerodrome Regulations, 2022) යටතේ නිකුත් කරන ලද ශ්‍රී ලංකාවේ ප්‍රථම ජලාශ්‍රිත ගගණ යාත්‍රාංගණ බලපත්‍රය වේ.

ලංකා විදුලිබල මණ්ඩලයේ (CEB) පාලනය යටතේ පවතින කාසල්රේ ජලාශය, ශ්‍රී ලංකාවේ නම්කර ඇති ජලාශ්‍රිත ගගණ යාත්‍රාංගණවලින් (Water Aerodromes) එකකි. ජලය මත ගොඩබැස්විය හැකි  ගුවන්යානා සහ පාවෙන ගුවන්යානා (Floatplanes/Seaplanes) මෙහෙයුම් සඳහා භාවිතා වන මෙම ජලාශ්‍රිත ගගණ යාත්‍රාංගණයේ ජල ධාවන පථයේ (Water Runway) දිග මීටර් 2,680ක් වන අතර එය මුහුදු මට්ටමේ සිට අඩි 3,600ක පමණ උසක පිහිටා ඇත. මෙම ජලාශ්‍රිත ගගණ යාත්‍රාංගණය සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගම (Saffron Aviation Pvt Ltd) හෙවත් Cinnamon Air විසින් මෙහෙයවනු ලබයි.

දශකයකට වැඩි කාලයක් පුරා ශ්‍රී ලංකාවේ ජලය මත ගොඩබැස්විය හැකි දේශීය ගුවන්සේවා (Domestic Seaplane Services) සපයමින් සිටින Cinnamon Air, රට තුළ ඉපිලුම් ගුවන් යානා මෙහෙයුම් (Floatplane Operations) සංවර්ධනය සහ ප්‍රවර්ධනය කිරීම සඳහා සැලකිය යුතු දායකත්වයක් ලබා දී ඇත.

ජලය මත ගොඩබැස්විය හැකි ගුවන්යානා මෙහෙයුම් සඳහා විධිමත් නියාමන රාමුවක් (Regulatory Framework) ස්ථාපිත කිරීමේ අවශ්‍යතාව හඳුනාගත් ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය, 2022 වසරේදී ජලාශ්‍රිත ගගණ යාත්‍රාංගණ  රෙගුලාසි (Water Aerodrome Regulations) හඳුන්වා දෙන ලදී. එම රෙගුලාසි අනුව ජල මූලාශ්‍ර වෙත හෝ ජලය මත ගොඩබැස්විය හැකි ගුවන්යානා මෙහෙයුම් සිදුකරන සියලුම ක්‍රියාකරුවන් (Operators) CAASL විසින් නිකුත් කරන ජලාශ්‍රිත ගගන යාත්‍රාංගණ  බලපත්‍රයක් ලබාගැනීම අනිවාර්ය වේ.

සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගම විසින් ඉදිරිපත් කරන ලද අයදුම්පත සලකා බැලීමෙන් අනතුරුව, ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ අධ්‍යක්ෂ ජනරාල් සහ ප්‍රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා විසින් පත් කරන ලද විගණන කණ්ඩායමක් (Audit Team) මඟින් පුළුල් ලේඛන ඇගයීමක් (Documentation Review) සහ ක්ෂේත්‍ර පරීක්ෂාවක් (On-site Audit) සිදු කරන ලදී.

මෙම විගණනයට ජලාශ්‍රිත ගගණ යාත්‍රාංගණ මෙහෙයුම් (Aerodrome Operations), ගුවන් මෙහෙයුම් (Flight Operations), ගුවන් ආරක්ෂාව (Aviation Security), සුරක්ෂිත කළමනාකරණ පද්ධති (Safety Management Systems), හදිසි ප්‍රතිචාර සැලසුම් (Emergency Response Arrangements), පහසුකම් සහ උපකරණ (Facilities and Equipment) ඇතුළු සියලුම අදාළ ක්ෂේත්‍ර ඇතුළත් විය.

අදාළ සියලු නියාමන අවශ්‍යතා (Regulatory Requirements) සම්පූර්ණ කර ඇති බව තහවුරු කිරීමෙන් අනතුරුව, CAASL විසින් කාසල්රේ’හි ගුවන් මෙහෙයුම් සඳහා ජලාශ්‍රිත ගගණ යාත්‍රාංගණය බලපත්‍රය නිකුත් කරන ලදී.

මෙම බලපත්‍රය නිකුත් කිරීම ශ්‍රී ලංකාවේ ගුවන්සේවා නියාමනය (Aviation Regulation) ශක්තිමත් කිරීමේ වැදගත් පියවරක් වන අතර, ජාත්‍යන්තරව පිළිගත් ගුවන්සේවා සුරක්ෂිත (Safety) සහ  ආරක්ෂිත (Security) ප්‍රමිතීන්ට අනුකූලව සියලුම ගුවන් මෙහෙයුම් පවත්වාගෙන යාම සම්බන්ධයෙන් CAASL හි අඛණ්ඩ කැපවීමද පිළිබිඹු කරයි.

බලපත්‍ර ප්‍රදානෝත්සවයේදී ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ අධ්‍යක්ෂ ජනරාල් සහ ප්‍රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා විසින් සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගමේ ප්‍රධාන විධායක නිලධාරී ෂෝන් ඩ්වයිට් මහතා වෙත බලපත්‍රය නිල වශයෙන් ප්‍රදානය කරන ලදී. මෙම අවස්ථාව සඳහා කපිතාන් ඉන්දික ප්‍රේමදාස, කපිතාන් මධුර ඩයස්, මියුමි නිමාෂා මහත්මිය සහ ආයතන දෙකෙහි නිලධාරීන් ද එක්ව සිටියහ.

මෙම ඉතිහාසගත ජයග්‍රහණය, ශ්‍රී ලංකාවේ ජලාශ්‍රිත ගගණ යාත්‍රාංගණ මෙහෙයුම් (Water-based Aviation) ක්ෂේත්‍රයේ සුරක්ෂිත, ආරක්ෂිත, සහ තිරසාර සංවර්ධනය සඳහා නව පදනමක් සකස් කරන අතර, රටේ දේශීය ගුවන් සම්බන්ධතාව (Domestic Air Connectivity) සහ ගුවන් සංචාරක කර්මාන්තය (Aviation Tourism) තවදුරටත් ශක්තිමත් කිරීමට දායක වනු ඇත.
